Sarah Stewart (Ariana Richards), a young American girl, must relocate from sunny California to the misty Scottish countryside to live with her distant father, Ian (David Robb), after the unexpected death of her mother. Soon, she meets Fergus (Andrew Keir), an eccentric animal lover who lives alone in the highlands. When her friendship with Fergus leads to an encounter with an otherworldly white horse, Sarah comes to realize that she must fight for the animal's freedom -- as well as her own.

After growing up on a racetrack and learning all she can about the details of horse racing, 11-year-old Danny (Leelee Sobieski) wants to find the perfect racing horse for her uncle, Eddie (Robert Urich). When she buys Tom Thumb, a purebred horse, she knows that he's a champion that can launch her uncle's racing career. But even as Danny and Eddie profit from Tom Thumb's races, corrupt horse trainers attempt to ruin their chances by any means necessary.

After disobeying orders from Col. John Hardesty (Bob Gunton), Sgt. John Libbey (Don Johnson) is sent to an Army base in the American Southwest and, along with Lt. Marshall Buxton (Craig Sheffer), given the horrifying task of sending 500 horses to their deaths. Though Gen. Douglas MacArthur (James Sikking) believes that the invention of motorized tanks has made the animals obsolete, Libbey and Buxton decide to try to transport the horses all the way to the Canadian border, where they'll be safe.
